Operational Framework & Core Services

The OSHC operates on a zero-cost model for victims, serving as a critical refuge and response mechanism across four primary pillars:

  • Psychological & Mental Health Support Specialized trauma counseling, psychological first aid, and long-term therapy provided by experts from JUCo’s Department of Psychology and Counseling to mitigate PTSD.
  • Legal & Social Welfare Advocacy Direct case management coordinated with local Social Welfare Officers and the Police Gender and Children's Desk, assisting in evidence collection and securing safe emergency shelters.
  • Medical Emergency Referrals Facilitation of immediate clinical care, including Post-Exposure Prophylaxis (PEP) within the critical 72-hour window, emergency contraception, and medical treatment.
  • Community Outreach & Prevention Active implementation of awareness programs, training grassroots actors such as street watchers, teachers, and student groups to identify and prevent abuse early.

Institutional Background & Impact

Jordan University College (JUCo), a constituent college of St. Augustine University of Tanzania (SAUT), is owned and operated by the Salvatorian Fathers. The OSHC was launched as a strategic response to the rising cases of gender-based violence and child vulnerability within the surrounding Morogoro communities.

Under the executive leadership of Dr. Gertrude Leby, the center leverages academic expertise in counseling psychology, social work, and human rights to bridge the gap between academic knowledge and direct community service. Through partnerships with SOFIA (Salvatorian Office for International Aid) and government departments, the center exemplifies higher education social responsibility.
